Historic lakeside city where the rental pool is 510 households deep

Montgomery real estate market — structure, penetration and a three-year read.

Montgomery is the smallest and least liquid of the three, and the honest answer for an investor-landlord is hold. The incorporated city had about 3,105 residents as of July 2025 and roughly 1,226 housing units, of which only 510 are renter-occupied. That is the entire long-term rental pool — a handful of streets, not a market. Annualised gross rent across it is under $12 million on any basis.

The listed market data misleads if you read it at face value. Realtor.com shows a median list price of $445,850 and $191 per square foot for "Montgomery" in July 2026, and HAR shows 154 closed sales in August 2026 at a median of $421,495. Both cover the ZIP-based market area spanning 77316 and 77356, which reaches far beyond the city limits to Lake Conroe communities like April Sound, Bentwater and Walden. The city itself, at 2,489 residents on the 2020-2024 ACS, supports only a few dozen transactions a year.

Price and rent are both soft. HAR's Montgomery-area median fell 3.1% year over year to $421,495 in August 2026 with 44 days on market, while Zillow's ZORI for the city rose just 1.7% to $1,875. Vacancy is 9.5%, the highest of the three, and the local unemployment rate of 7.2% runs above both the state's 5.3% and the national 5.2%.

We score Montgomery 3.6 and call it hold. There is no rental pool deep enough to absorb turnover, no exit liquidity if you need to sell inside twelve months, and the carrying costs — roughly 1.8% to 2.2% effective tax, plus $4,600 to $6,132 insurance, plus lake flood exposure — are Montgomery County's full burden on a much thinner revenue base.

The incorporated city's stock is 1,226 housing units with 1,109 occupied households: 599 owner-occupied and 510 renter-occupied. Vacancy is 9.5%. At the ACS median gross rent of $1,417, the pool's annualised gross rent is about $8.7 million; at Zillow's August 2026 ZORI of $1,875 it is about $11.5 million. Either way, this is a sub-$12 million annual rent market inside the city limits.

The wider ZIP market is a different animal. Realtor.com counted 2,815 homes for sale and 375 for rent across the Montgomery area in July 2026, with for-sale inventory up 11.0% year over year — the fastest inventory growth of any market in this comparison. HAR's August 2026 median of $421,495 and average of $579,688 show the same thing the average-median gap always shows: Lake Conroe estate and golf product pulls the top while the typical sale sits far lower.

Price level sits between the other two, but for reasons that do not help a landlord. Median home value is $363,200 (ACS 2020-2024) against a median household income of $72,917 — a 5.0x price-to-income ratio, the least affordable of the three. Sub-community spreads run from roughly $163,000 in Lake Conroe Village to about $1.42 million in High Meadow Estates, with April Sound near $426,000 and Bentwater near $720,000. There is no single Montgomery market to underwrite.

Renting is 46.0% of occupied units, the highest rate of the three, but on a base of 1,109 households that is 510 units — and a meaningful share of those are older lake cottages, second-home conversions and seasonal properties rather than purpose-held long-term rentals. Census data puts 0.7% to 0.9% of area housing in seasonal or occasional use, and the true figure near the lake is certainly higher.

Professional management penetration is about 25% by our estimate, inflated by absentee lake-house owners who need someone to check on the property rather than by a functioning rental market. Institutional single-family ownership is effectively nil at around 1%: no build-to-rent operator underwrites a sub-$12 million pool, and the gated lake communities actively discourage it through deed restrictions.

The unserved gap here is real but narrow and it is not a rental gap. It is absentee-owner stewardship: vacant-home inspection, storm preparation, dock and shoreline permitting with the San Jacinto River Authority, and short-term rental compliance where covenants permit it. That is a fee-for-service business with high touch and low scalability, not a portfolio acquisition thesis. A bilingual operator can win those accounts; they will not build a rental book on them.

Competition

Competitive Landscape

The market is served from Montgomery and Conroe rather than from inside it. Lake Conroe Management is headquartered at 401 College Street in Montgomery and markets single-family and multifamily management across Montgomery, Conroe and The Woodlands. Area Pro Group Real Estate handles the sales and leasing side through the same relationship. Green Residential, Houston Property Manager and Texas Property Management Partners cover the ZIP from Conroe and Houston. On the brokerage side, The Callander Group positions as the Lake Conroe luxury specialist, with Sarah Conway Properties and Keller Williams and eXp Conroe teams publishing area data.

Concentration is low but the field is thin for a reason: the addressable pool is small. Competition intensity is moderate on the lake-luxury sales side — Bentwater, April Sound and The Cliffs listings attract serious agents — and low on the long-term rental management side, because there is not enough long-term rental business to fight over.

Our honest differentiation here is not scale, it is scope. A bilingual firm that can combine lake-community covenant review, SJRA shoreline and dock permitting, flood-zone verification and section 92.0135 flood disclosure in one package is solving a problem no Houston-wide platform addresses. That supports a fee business and a handful of managed doors, not an acquisition program.

n/aPopulation trend

2027 will be soft. The Montgomery ZIP market entered it with for-sale inventory up 11.0% year over year, the fastest growth among these three markets, and a HAR median down 3.1% year over year. Houston at large has 40,750 active listings and PNC expects very weak price growth with real downside if mortgage rates stay near 6.7%. Base case for the wider Montgomery area: prices flat to minus 4%, with days on market pushing from 44 toward 60.

Rent has almost no room to move. ZORI for the city rose 1.7% over twelve months to $1,875 and the wider ZIP market's asking rent sits near $1,900, but vacancy of 9.5% and local unemployment of 7.2% both argue against pricing power. We expect 0% to 2% rent growth in 2027, similar in 2028, and 2% to 3% in 2029 only if Lake Conroe second-home demand and regional migration stay intact.

The upside scenario is second-home and retiree demand. Montgomery's lake, golf and small-town historic core give it a lifestyle bid that Conroe's subdivisions do not have; if remote and retired households keep moving into the Lake Conroe corridor, the for-sale market firms and a few of those owners convert to long-term rental, lifting achievable rents toward $2,100 by 2029. That is a price story more than a rent story.

The downside scenario is a storm or a rate shock. A severe Gulf season with a Lake Conroe release event would hit the lake-adjacent stock hardest, push insurance carriers to non-renew older roofs, and strand an investor with a 9.5%-vacancy market and a property the gated community will not let them short-term rent. Combined with a 2.5% effective tax rate inside a MUD, the carry goes negative quickly. Do not size a position that requires this scenario not to happen.

Decision

Entry or Add-On Criteria

Hold, scored 3.6. Do not enter Montgomery as a rental market in 2027. The pool is 510 renter households citywide with 9.5% vacancy, annual gross rent under $12 million, and no institutional bid at exit. Every one of those facts is a reason to wait, and together they are decisive.

If you already own here, the right posture is to run the asset for cash flow and stop adding. Verify your flood zone and your section 92.0135 disclosure, confirm whether your community permits any short-term use, get your roof age documented before renewal season, and price renewals at or below 2% to keep a good tenant in a market where re-leasing can take 60 to 90 days outside the summer lake season.

The narrow case for buying is one specific product: a non-gated, non-floodplain, 1990s-to-2010s three-bedroom inside the city limits or in an ungated lake subdivision, bought below $300,000 at a gross yield at or above 7% with an effective tax rate under 2.1%. That product exists but it is scarce, and the yield premium is compensation for illiquidity, not a signal of opportunity.

Trim or exit on: two consecutive quarters of ZORI decline; a community covenant change or HOA assessment that pushes carrying costs above 2.5% of value; a carrier non-renewal you cannot replace below 1.4% of value; or any Lake Conroe release event that changes flood mapping for your parcel. Do not buy lakefront or golf-front product on a rental pro forma, do not buy inside a MUD above $0.75 per $100, and do not assume a twelve-month exit.
