Volume growth story where builder supply, not demand, sets the rent ceiling

Conroe real estate market — structure, penetration and a three-year read.

Conroe is the volume story of Montgomery County: population up 33% since the 2020 census to 119,564 as of July 2025, adding roughly 4,900 residents in the last year alone. It is the county seat, the cheapest of the three markets at a HAR median sale price of $303,900 in August 2026, and the only one with genuine rental-pool depth at 18,115 renter households. Gross yields run 6.2% to 7.8% depending on whether you underwrite to Zillow's ZORI of $1,561 or Realtor.com's $1,975 asking median.

The binding constraint is not demand, it is supply. Conroe issued 1,839 single-family permits in 2025 and has run above 1,800 annually since 2021, and builders are freeing up inventory with rate buydowns and closing-cost packages that compete directly with your rent. That is why ZORI is down 0.5% year over year while the population grows 4.3% — new supply is absorbing the demand, and resale landlords are price-takers against a builder who can discount the mortgage.

The second constraint is tax. A typical Conroe address carries an effective rate near 1.91% (Conroe ISD $0.9496, City of Conroe $0.4272, county $0.3770, Lone Star College $0.1060, hospital district $0.0497 per $100), and newer master-planned subdivisions inside a MUD can exceed 2.5%. Investors get no homestead exemption, so the new $140,000 school exemption does nothing for you.

Our call is selective, scored 6.3 — the best of the three, but not an unconditional enter. Add only established resale three-bedroom product below roughly $300,000 at a verified gross yield at or above 6.5%, outside heavy-MUD subdivisions. Never buy new construction here as a rental; you will be competing with the builder who sold it.

The standing stock is 42,431 housing units with 39,852 occupied households, of which 21,737 are owner-occupied and 18,115 rent. Vacancy is 6.1%. Annualised gross rent across the pool is roughly $300 million on the ACS median gross rent of $1,393 and about $340 million at Zillow's August 2026 ZORI of $1,561; on Realtor.com's $1,975 asking median it would exceed $420 million. Plan on $300 million to $340 million for underwriting purposes.

Transaction volume is the deepest in the county. HAR recorded 319 closed sales in August 2026 at a median of $303,900 and 40 days on market, more than triple The Woodlands' monthly count. Realtor.com counted 4,362 homes for sale in July 2026, up 6.2% year over year, with a median list price of $345,225 at $163 per square foot, plus 1,031 active rentals. Zillow's ZHVI put the typical Conroe home at $315,986 in July 2026, down 1.2% over twelve months.

The price level is the entry argument. At roughly $300,000 to $315,000, Conroe sits below the Houston metro median of $340,000 and about half of The Woodlands, while median household income is $76,206 and the county's largest employer, Conroe ISD, serves roughly 73,000 students. That combination — cheap door price, deep tenant base, real job anchor — is why the yield works even with flat rents.

Renting is 45.5% of households, roughly double The Woodlands' rate and the highest of the three markets. The pool is Conroe ISD families, Montgomery County and Lake Conroe service workers, Woodlands-corridor commuters trading commute for space, and a growing Hispanic professional cohort — 30.5% of the population identifies as Hispanic or Latino and 28.3% of households speak a language other than English at home.

Professional management penetration is about 25% by our estimate, lower than The Woodlands because a larger share of Conroe landlords are local owner-operators with one to three doors who self-manage. Institutional single-family ownership is the highest of the three at roughly 8% — the 2020-and-later new construction in Grand Central Park, Woodforest and the I-45 master plans is exactly the vintage that build-to-rent and SFR funds targeted through 2022, and some of that inventory has since been released back to the for-sale market.

The unserved gap is the bilingual, covenant-literate operator. Conroe's rental stock sits overwhelmingly inside HOA-governed communities with private deed restrictions on exterior paint, fencing, boat and RV parking, and leasing — a tenant-initiated violation becomes an owner fine and a forced-restoration order. Add a tenant base where nearly 30% of households prefer Spanish or another language at home, and the operator who can screen, lease and enforce in two languages while reading the covenant set is genuinely differentiated.

Competition

Competitive Landscape

The field splits into local independents and Houston platforms. Lake Conroe Management operates out of Montgomery at 401 College Street and specialises in single-family and small multifamily across Montgomery, Conroe and The Woodlands. Green Residential runs roughly 2,000 doors into the Conroe market with a flat-fee model. Houston Property Manager and Texas Property Management Partners market heavily into Conroe search, citing 17-day lease times and flat-fee structures. On the sales side, Keller Williams, eXp, Better Homes and Gardens Gary Greene, Compass and Sarah Conway Properties all field Conroe teams, and Woodforest National Bank is headquartered in the city.

Concentration is low and competition intensity is high. HAR counts thousands of Montgomery County agents; the county issued 1,839 single-family permits in 2025, and every one of those builders operates an in-house sales channel with rate buydowns an independent landlord cannot match. On the management side, the market is fragmented among one-to-50-door local operators and Houston-wide platforms.

Our differentiation is threefold: bilingual leasing and collections for a tenant base that is 30% Hispanic; HOA covenant enforcement handled at lease signing rather than after the fine arrives; and a pre-offer MUD and tax check, because the difference between a 1.91% and a 2.6% effective rate is roughly $2,300 a year on a $330,000 home and it is invisible on the listing sheet.

2027 will be a supply-absorption year. Houston enters it with 40,750 active single-family listings, the most HAR has ever recorded, a metro median up only 0.6% year over year, and 30-year money near 6.66%. Conroe's own inventory is growing — Realtor.com shows for-sale counts up 6.2% year over year — and PNC expects house price growth to be very weak with downside risk. Our base case is Conroe prices flat to minus 3% in 2027.

Rents follow supply, not headlines. With 1,800-plus permits a year and builders still discounting mortgages, we expect ZORI to hold roughly flat in 2027 — somewhere between minus 1% and plus 2% — then firm to 2% to 3% in 2028 as permit counts normalise and the moratorium-constrained northern submarket stays tight. By 2029, if net domestic migration into the Houston region stays positive and labour markets hold, Conroe rents should return to 3% to 4% growth off a larger base.

The upside scenario is a rate decline plus a permit slowdown. If mortgage rates fall below 6%, builders stop discounting, resale absorbs, and the 2021-2025 construction wave ages into the rental pool at higher rents; prices could gain 4% to 6% cumulative by 2029 and rents compound near 4%. Conroe's leverage to rates is higher than The Woodlands' because the buyer pool is payment-sensitive.

The downside scenario is a builder liquidation. If the national homebuilders decide to dump Conroe inventory, resale comps break, rents fall 3% to 5%, and investors who bought at 2025 prices with 6.5% yields watch their equity disappear while carrying 1.9% to 2.6% taxes. A second water moratorium extension would also freeze upside in the northern submarket. Underwrite to flat rents and you will survive either path.

Decision

Entry or Add-On Criteria

Selective, scored 6.3 — the highest of the three, but conditional. The entry test: established resale single-family, three bedrooms, purchase price at or below $300,000, verified market rent giving a gross yield at or above 6.5%, effective tax rate at or below 2.1% (verify MUD status before offer), no FEMA flood zone, and an HOA covenant set that permits a standard 12-month lease. If a deal fails any one of these, pass.

Buy the boring product. Target 2005-2018 resale in established in-town Conroe neighborhoods or the mature sections of master plans, not the current construction phase. Builder incentives are the reason rent growth here is negative while population grows 4.3% a year, and you cannot win a price war against a builder who controls the mortgage rate.

Add to an existing position when three conditions align: your current Conroe units are at or below 5% vacancy, Zillow ZORI for Conroe has printed two consecutive quarters of positive year-over-year change, and monthly single-family permits have fallen below 150 for three months. Those together signal supply is finally clearing.

Exit or trim on: ZORI declining more than 2% year over year for two consecutive quarters; effective tax rate pushed above 2.5% by a MUD or ISD increase; sustained days on market above 75 with inventory over 6 months; or a Conroe ISD employment contraction, since the district is the county's largest employer and the anchor of school-zone demand. Do not buy new construction as a rental, do not buy inside a MUD above $0.75 per $100, and do not underwrite rent growth above 2% in any year through 2029.
